Duties & Responsibilities

Job Purpose:

To provide technical support on Economic and Infrastructure Development of the Government of Afghanistan in the finalization of National Priority Program number five, “Integrated Trade and SME Support Facility (ITSSF).


Summary of Key Functions:

• Provide senior technical assistance to design, write and
cost the National Priority Program, which overview is
outlined in the attached document.
• Liaise, as appropriate and desired by the MoF Secretariat
and the Cluster Coordinator, with various donor
governments/organizations to solicit tentative feedback
on the program, and maintain donor interest and buy-in.
• Advice on the alignment and harmonization process for
donors interested to support the priority programmers.


Duration:

Three Months (October 25, 2010 – January 25, 2011)


Recipient of Services:

Ministry of Finance, Government of Afghanistan


Reporting to:

Joint reporting to Ministry of Mines, Ministry of Commerce, and Ministry of Finance


Deliverables:

• Facilitate daily discussions, including through the
provision of technical inputs, to the Cluster
Coordinators, MoF Cluster Secretariat, and Cluster
ministry focal points to facilitate planning of the
National Priority Programs number four.
• Complete the detailed national priority program following
the templates outlined by MoF to include full narratives,
log frame, costing table, implementation and procurement
plans, and other annexes. Programs should be completed on
sequential or rolling basis, to be finalized by December
31, 2010.
• Provide concrete guidance on resource mobilization for
the agreed program. This task should be completed by
January 15, 2011.


Qualifications:

The assignment will be carried out by international independent consultants. The consultants must have the following qualifications:

• Demonstrated expertise and experience in the Economic and
Infrastructure Development sector, particularly as it
relates to Small and Medium Enterprises and the Afghan
context. Direct senior-level experience in Afghanistan
interacting with GoA officials and ministries.
• Proven expertise and experience in translating policy
directives into practical application through ministry
National Priority Program
• Proven skills to facilitate linkages with donor
governments and organizations and share knowledge of non-
Government of Afghanistan aid programs and activities
related to the Cluster.

Job Requirements

Education:

• Master or University degree, preferably in Business
Administration, Organizational Development, Public
Administration or any other related field.


Experience and Skills:

• Minimum of 10-15 years experience in a significant role
in governance or in development entities
• Must be knowledgeable of local, national and sub-national
political, economic and social challenges faced by the
Government and people of the Islamic Republic of
Afghanistan.
• The incumbent must possess in-depth knowledge and
experience in the development and implementation of
public policy, capacity building, and delivery systems.
• Analytical and critical thinking skills to formulate
policy options, give advice and develop variable
recommendations.
• Must be able to produce professional quality reports and
presentations in English.
• Superior writing and presentation skills demonstrated in
authoring position papers, reports and communications
materials including presentations and publications.
• A team builder with the capacity to engage individuals
from different organizations and interest points to
collaborate on mutual interests.
• A self-starter, able to operate independently within a
general framework and an evolving mandate.
• Good interpersonal skills and ability to establish and
maintain effective working relations
• Experience in the usage of computers and office software
packages (MS Word, Excel, etc.);


Language Requirements:

• Must possess extremely strong oral and written
presentation skills in English.
