FAIR is a major USAID program to help improve the structure and capacity of the Afghanistan Ministry of Foreign Affairs (MOFA). The project consists of organizational development, institutional reform, improving human resource management, foreign policy analysis, and operational and information technology in support of the ministry and its links to embassies and consulates abroad.
The Technical Advisor will work closely with objective coordinators and the ministry staff to identify training and capacity building needs within the different departments of the ministry. He/she will work with project team to design and implement training programs.
Duties & Responsibilities:
â€¢ Assist in the review and development of the structure of MOFA departments in consultation with objective coordinators, COP, and MOFAâ€™s officials;
â€¢ Advise and assist the administration, HR, and other supporting departments of the MOFA for more efficient and effective processes and performance;
â€¢ Work with the relevant departments to identify and develop training programs to develop the skills of the junior foreign service officers in various departments;
â€¢ Identify and recommend, in consultation with MOFA officials and project leadership, technical expertise needed to provide short-term assistance;
â€¢ Produce management and progress reports and supply information and documentation as needed to support FAIRâ€™s periodic reporting requirements;
â€¢ Assist M and E team in gathering related data;
â€¢ Any other related tasks assigned by the supervisor.
â€¢ University degree in public administration, public diplomacy, foreign policy, international relations, or other related field;
â€¢ Minimum 5 years of professional experience in capacity building, needs assessment, and training programs;
â€¢ Work experience at the ministry level is highly desired;
â€¢ Experience with USAID funded projects is preferred;
â€¢ Excellent interpersonal skills and ability to communicate;
â€¢ Fluency in Pashto, Dari, and English is required;
â€¢ Proficiency in MS Office and ability to use the internet is required.
