Job Summary

Project/Proposal Summary:
The objective of the Assistance to Afghanistan’s Anticorruption Authority (4A) Project is to build the capacity of the staff of the High Office of Oversight (HOO).

Position Summary:
Provide technical support to HOO staff to develop and strengthen the procedures for reporting, analysis, and verification of financial asset declaration submitted by high government officials, as required by law.

Duties & Responsibilities

Responsibilities:
• Work closely with HOO counterparts to improve HOO processing of asset declarations and verifications;
• Assess Afghan legal requirements for implementing the asset verification strategy;
• Develop procedures to encourage all high level government officials to submit annual asset registrations;
• Develop procedures to verify asset declarations based on international standards;
• Develop cooperative relationships with other government agencies that provide data for verification.

Job Requirements

Qualifications:
• Experience working closely with government agencies and officials to comply with reporting requirements;
• Experience developing administrative procedures to make compliance easier;
• Experience in designing improved administrative processes;
• Experience on USAID funded projects preferred.
