Job Summary

Project/Proposal Summary:
The overall objective of the Assistance to Afghanistan’s Anticorruption Authority (4A) Project is to build the capacity of the High Office of Oversight (HOO). This USAID-sponsored program seeks to train HOO staff and improve upon the laws and procedures to ensure that the HOO is a strong and effective institution, able to lead, monitor, coordinate, and report on efforts to combat corruption across the country. In particular, MSI will support improvements in the HOO’s institutional development; support the HOO in carrying out its priority responsibilities in asset registration and verification, complaints management, investigations, and coordination and monitoring of the anticorruption performance of other government agencies; provide support in establishing a regional presence for the HOO; and assist in publicizing the HOO’s activities.

Position Summary:
Provide expert technical support to HOO to develop and strengthen its collection, analysis, verification, and reporting of government officials’ declarations of their personal financial assets.

**This a local position. Only candidates with Afghan citizenship will be considered.

Duties & Responsibilities

Responsibilities:
• Take the lead in providing expert technical advice to HOO staff counterparts to improve asset declaration and verification procedures;
• Assess legal requirements for implementing the asset verification strategy;
• Develop procedures to improve government officials’ compliance with asset registration;
• Identify data required and develop procedures to conduct verification of asset data;
• Develop cooperative relationships with other government agencies.

Job Requirements

Qualifications:
• Experience and training in public financial management approaches;
• Experience using and analyzing government budget, tax, property, and banking databases;
• Experience designing and conducting analytical procedures;
• Experience working and coordinating with government departments to obtain and share information;
• Experience developing and conducting training for government officials.
