Job Summary:

The incumbent of this position is responsible for overall organization of target communities in line with the program objectives including election, facilitation and problem identification as well as mobilizing Community Shares for training, and program implementation, identifying projects for the community, facilitating subprojects’ proposals and completion reports and performing any other identical duty as assigned. Assist the target communities in conduction of technical survey, design and cost estimation of their prioritized projects.

Duties & Responsibilities:

1. Overall organization of target communities in line with the program objectives including election, facilitation and problem identification

• Mobilize the community for forming of village level institution based on the establishment process given in the operation manual.
• Establishment of election committee.
• Facilitate the training of the election process and conducting election of the Community Development Council (CDC) members and WSC members.
• Conducting the first community meeting for the endorsement of the CDC and WSC members.
• Facilitate establishment of Community Development Council (CDC) through men and women election

2. Mobilizing Community Shores for training, and program implementation.

• Assist the community institution in the planning process of their village/ neighborhood projects based on the steps given in the project cycle training manual.
• Help the community for the community and project resource mobilization and project implementation process.
• Identify the training need of the community institution and report to the social organizer of specialized trainings.
• Assist the community institution for formation of their CDCs executive committee members Chairman, vice chairman, cashier and secretary..
• Assist and plan the basic NSP trainings (By law, office bearer, accountant, procurement, sub project implementation management.
• Arrange some other necessary training like transparency, conflict resolution, CPM, gender awareness.
• Conduct the refresher training if necessary after training assessment.
• Appraise the position sub ordinate.
• Develop IOP for the position sub ordinate.
• Prepare his/her monthly work plan and CTO plan.


3. Identify projects for the community; facilitate subprojects’ proposals and completion reports.

• Help the CDC and the community for the process of fund utilization, fund disbursement, accounting, and fund withdrawal.
• Work closely with the district finance/ accountant for the financial information and reporting.
• Report on a regular basis to the social organizer on the progress of their activities.
• With participation of the male and female members of the community facilitate the CDP of the communities.
• Facilitate communities to prioritize their projects.
• Facilitate/assist for development of project proposal
• Ensure technical designs are as per standard and with a high and safe quality.
• Follow through contact the approval of the project proposal.
• Request fro the needed BG of the projects.
• Encourage of the community for preparation of the project implementation like identifying of the contactor and project required materials
• Ensure starting of the project just after receiving of the BG.
• Monitor the project implementation to ensure that the progress is according to the action plan and the performance is according to technical manual norms and standard.
• Ensure completion of project reports.
• Report the social organizer about the completion of the projects.


4. Assist the target communities in conducting of technical survey, design and cost estimation of their prioritized projects.

• Forming of procurement committee, project implementation committee, Operation and maintenance committee, and PMC committee.
• Assist the target communities in project/s technical survey, design and estimation of their prioritized cost estimation in accordance to Data Keeping system of the project.
• Preparing the project proposal jointly with the CDC members.
• Conducting the project implementation management training to the CDCs members.
• Participate in the cross visits.
• Prepare the SFSR of the project.
• Prepare the CFHF of the communities.
• Facilitate the hand over of the communities to PMU.
• Facilitate the re-election of CDC if years have been completed before hand over of the communities.

5. Perform any other identical duty as assigned

Job Requirement:

The developer should have a civil engineering diploma and at least 2 year of experience in the similar field of activities with united nation or international/ well known national NGOs. The developer should have strong oral communication skills, and personal communication abilities. Having a deep knowledge of Afghan traditions is important. English language and computer skill would be a preference.

SKILLS:
Projects Monitoring, community analysis survey, use of PRA methodology, construction survey and design, report writing and reasonable level of English reading and writing.

TRAITS:
Build personal and inter project relationship, analyze issues, cultural sensitivity, Gender sensitivity, team work, establish a conductive working environment and persuade others, mobilize communities and implement the projects in the community development field. Having a deep knowledge of Afghan traditions is important.

EDUCATION:
BS. Degree in relevant Civil Engineering.

WORK EXPERIENCE:
Minimum three years work experience in civil Engineering and community development field.

GENERAL:
Good interpersonal communication, facilitation and community mobilization skills.

( III ) DECISION MAKING AUTHORITY:
The incumbent is authorized to, recommend communities projects for approval.

( IV ) CONTACTS/KEY RELATIONSHIPS:

Social Organizer, Community Facilitator and community.

( V ) WORKING CONDITION
Stationed in the project /Provincial sub/site office
