The Training Specialist will work under the direct supervision of the Training Manager. The Training Specialist will perform the following principal functions relating to project support but are not limited to:

Major Duties and Responsibilities:
1. Conduct brief organizational assessment of the current MPW maintenance organization. To expedite the assessment, identify and validate results of recent similar assessment/studies.
2. Conduct a gap analysis between the training strategy and the existing conditions at MPW. The same should be done for the private sector, limited to O and M subcontractors.
3. Identify training needs for: 1) O and M and Road Maintenance Unit (RMU) local staff; 2) MPW personnel; and 3) O and M subcontractor staff involved in the execution of maintenance works aimed at closing the gaps identified above.
4. Update Master Training Plan that will result in a strengthened road maintenance organization at the MPW level as well as the private sector level. The strategy does not need to be complex; it should be attuned to the Afghan realities and current limitations.
5. Narrow down training requirements for each trainee depending on job position/requirements.
6. Prepare monthly training plan.
7. Devise, develop, and apply novel training methods to promote maximum trainee involvement and interest.
8. Prepare/translate training materials in the form of manuals, presentations, assessment tests, handouts/worksheets, AV, and CDs. Primary topics will be on road construction, maintenance, and project management.
9. Coordinate logistical needs and conduct training rehearsals prior to major training events.
10. Execute training events by working as a member of a team and/or leading events as an instructor.
11. Record training minutes and lessons learned.
12. Write success stories or articles for monthly newsletter.
13. Use training data to develop statistics for reporting purposes.
14. Assess conducted trainings to determine success or needs for improvement.
15. Assist in preparation of monthly training report.
16. Identify all resources deemed necessary including cost estimates, for the success and sustainability of the training and capacity building program.
17. Supervise training team in absence of training manager.
18. Other duties assigned by TO-14 management.
â€¢ Typing skills: English is a must; and either Dari or Pashto (at least 30 words per minute).
â€¢ Computer skills: MS Office, especially MS Power Point
â€¢ Strong communication in both Dari and Pashto to include technical translation experience.
â€¢ Additional computer skills such as MS Project and Primavera.
â€¢ Wide-ranging experience conducting organizational studies and training needs assessments.
â€¢ University degree in engineering, preferably roads engineering, within a strong English curriculum.
â€¢ At least five (5) years of work experience related to roads construction and/or maintenance in developing countries.
â€¢ At least one (1) year of work experience related to designing, implementing, and monitoring training programs for public and private sector participants related to
roads construction and/or maintenance.
â€¢ Oral and written translation/interpretation skills: English is a must; and either Dari or Pashto
