Subject: Solicitation for a Cooperating Country national Personal Service Contractor (CCNPSC) Translator FSN-08 (Multiple Vacancies)
Dear Prospective Offerors:
The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified applicants to provide personal services under contract as described in this solicitation.
Offers must be in accordance with Attachment 1 of this solicitation. Incomplete offers will not be considered. Offerors should retain copies of all offer materials for their records.
This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offers.

6. MARKET VALUE: Equivalent to FSN-08 (Step 1 – 13)
In accordance with AIDAR Appendix J and the Local Compensation Plan of
U.S. Embassy Afghanistan. Final compensation will be negotiated within the listed market value.
7. PERIOD OF PERFORMANCE: Five (5) years, estimated to start one (1) month following receipt of Security Clearance. Employment contract issued under this solicitation is of a continuing nature. Its duration is expected to be part of a series of sequential contracts.
8. PLACE OF PERFORMANCE: Kabul, Afghanistan with possible travel as stated in the Statement of Duties.
9. ELIGIBLE OFFERORS: Cooperating Country National (CCN), meaning an individual who is a cooperating country (Afghanistan) citizen or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country.

11. STATEMENT OF DUTIES
1. General Statement of Purpose of the Contract
The incumbent serves as the Translator to the USAID/Afghanistan Mission and translates from English into the host-country language, and translates from the host-country language into English. The incumbent maybe required to serve as “interpreter” as well on a need basis.

2. Statement of Duties to be Performed
The incumbent translates from Dari and or Pashto into English or from English into Dari/Pashto materials of technical, scientific, or economic nature, where the use of technical terminology is regular and recurring. The material may include more than one type of subject matter. Documents translated may include technical manuals, laws, governmental regulations, scientific studies, technical specifications, and legal or financial documents.
The incumbent translates from English into host country language and vice versa, material that is mainly non-technical, such as correspondence relating to some phase of the post's programs, or involving some subject matter knowledge such as non-technical fiscal or scientific material written for the layman. Documents, while often repetitive, are quite often long and difficult to understand because of the subject matter terminology involved. In addition to translations requiring the use of the proper idiomatic phrasing, syntactical structure, and use of words accurately reflecting the wording and meaning of the original document, employees at this level also perform verbatim translations of documents such as birth, death, and marriage certificates, proofs of residence, etc.
The incumbent interprets for the Executive Office and officers at public outreach events as needed. Interpretation is both from Dari and Pashto to English and vice-versa, will often be to large gatherings, and must use language appropriately gauged toward audiences ranging from VIPs to audiences and capture the nuance and context of the topic being interpreted.
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

I. EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. Knowledge: The incumbent must have a demonstrated experience with translating documents, and the ability to function well in an intense, high-stress, close-security environment with limited movement and high workload. The incumbent must have a basic understanding of Government of Islamic Republic of Afghanistan’s (GIRoA) foreign policy and social conditions and have a solid grasp of U.S. society and politics. The incumbent must understand specialized terminology in both Dari/Pasto and English related to all topics of interest.
Skills and Abilities: The incumbent must have a demonstrated experience with translating documents, and the ability to function well in an intense, high-stress, close-security environment with limited movement and high workload. Incumbent must be familiar with correspondence formats, protocols, terminologies such as technical, scientific , legal and other statistical documents relating to economic factors peculiar to the country, important agreements between the U.S. and the host or other countries. The incumbent must understand diplomatic protocol and be able to understand and interpret nuances in speeches and written texts. The incumbent must be cognizant of cultural norms and sensitivities, both Afghan and American. The incumbent must also be able to deal effectively and professionally with all levels of persons both inside and outside USAID and the U.S. Mission.
All applications will be screened for meeting the minimum requirements (Education and Experience). Successful applications will then be ranked by the TEC on the following evaluation and selection factors:

Following the ranking by the TEC, successful candidates will be invited for an English and Proficiency Test (EPT) and a Knowledge, Skills and Abilities Test. Successful candidates for these tests will further be invited for an oral interview. Candidates will be selected on final average scores of the Knowledge, Skills and Abilities and Interview.
