About Afghanistan Rural Enterprise Development Programme:
The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic and political welfare of rural society, especially the poor and vulnerable, through the provision of basic services by strengthening local governance and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth. The newly formed Afghanistan Rural Enterprise Development Programme (AREDP) is aimed at harnessing the potential of the private sector for inclusive economic growth and sustainable job creation in rural Afghanistan over an anticipated 10 year time period. The program aims at building on the social capital gained under the National Solidarity Program (NSP) and transforming it into economic capital. AREDP is to start full operations in January 2010. The initial stages have included a Project Preparation Facility (PPF) which is funded by the World Bank and is facilitating the preparation of the project and implementing the initial activities which include the establishment of functional and programmatic units at the project management office (PMO), in Kabul. The PMO is developing compliance manuals and operational procedures; hiring national and international staff and consultants; purchasing equipment; implementing a Pilot Project Initiative in Parwan Province; conducting training and workshops for skill development and generally building a solid base from which AREDP will grow. Initially the first phases are funded through the World Bankâ€™s IDA facility and bi-lateral donors including DFID and others with a focus on particular regions of the country.
The Translator is responsible to the Executive Director and/or Deputy Executive Director of AREDP and is responsible for performing translation related activities, including: a) Translate drafts and documents from Dari or Pashtu into English and vice versa (English into Dari or Pashtu), mainly for use within project team and meetings b) Translate assessment reports from Dari or Pashtu into English. Translate the final project report and its components from Dari or Pashtu into English and from English into Dari or Pashtu, as needed; c) Translate legal documents and official correspondence in a concise manner from English to Dari or Pashtu and from Dari or Pashtu to English as requested.; and d) Provide oral interpretation for international project staff and other non Dari or Pashtu speakers at presentations and selected community based presentations.
Duties & Responsibilities:
Reporting to the Executive Director of the AREDP the Translator shall:
â€¢ Translate drafts and documents from Pashtu into English and vice versa (English into Pashtu), timely and efficient manner, mainly for use within project team and meetings;
â€¢ Efficiently translate documents for publication from English into Pashtu and from Pashtu into English;
â€¢ Translate assessment reports, training manuals from Pashtu into English or vice versa. Translate the final project report and its components from Pashtu into English and from English into Pashtu, as needed;
â€¢ Upon request, and for interpretation and translation purposes, attended project meetings and conferences, training seminars, hearings and sessions
â€¢ When required, to act as ad hoc interpreter in meetings, conferences and in writing, according to needs;
â€¢ Translation of correspondence from English into Pashtu and vice versa;
â€¢ Oversaw, proofread, and edited the translation done by freelance translators.
â€¢ Translate legal documents and official correspondence in a concise manner from English to Pashtu and from Pashtu to English as requested.
â€¢ Undertake an inventory of all AREDP Project documentation, cataloguing and neatly filing for future reference.
â€¢ Oversee the meeting preparation and reporting of the meetings, such as preparation of agenda, taking necessary correspondence, taking minutes and preparing meeting reports as requested;
â€¢ Desired that skills in Dari for Translation from and to English.
C. ORAL INTERPRETATION:
â€¢ Provide oral translation in multiple languages (Pashtu and English and Dari) during international workshops, training programs, ceremonies and cultural events;
â€¢ Provide interpretation for international project staff and other non Dari or Pashtu speakers at presentations and selected community based presentations;
â€¢ Other interpretation and translation tasks as needed within the project implementation;
â€¢ Translation from English into Pashtu / Pashtu into English and/or Dari into Pashtu or Pashtu into Dari documents and interpretation at meeting within the same language frame. All that within the task list as mentioned above.
â€¢ Assistance to the other units within AREDP on substantive issues
â€¢ Remain flexible for travelling to provinces if required.
â€¢ Undertake any other duties directed by supervisor.
D. KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS AND ABILITIES REQUIRED
The successful candidate will be able to work without direct supervision, pay attention to detail and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking and problem solving
â€¢ 1 to 2 years experience in translation both oral and non oral development projects/programs;
â€¢ Proven experience in report writing;
â€¢ Proven experience in the planning and scheduling of day-to-day activities for development programs;
â€¢ Good office administration skills.
â€¢ A Diploma or University degree in related field (Literature, Social Sciences or Economics) English literature is desired.
â€¢ Excellent communication, team working and problem solving skills.
â€¢ Fluency in written and spoken Pashto, Dari and English.
â€¢ Good computer skills, including proven experience using Microsoft Office packages with good typing skills.
â€¢ Ability to work in a high pressure environment;
â€¢ Ability to multi-task and work under pressure;
â€¢ Ability to work independently and also as an effective team member
â€¢ Professionalism in appearance and demeanour; and
â€¢ Willingness to enhance knowledge through training and personal initiative.
â€¢ Willingness to travel different provinces with in Afghanistan and abroad.
E. REPORTING RELATIONSHIPS
Report to the Manager of the Executive Director and/or deputy executive director of (AREDP HQ), and accountable to the AREDP management.
