Job Summary

Chemonics International, a leading international development consulting firm, seeks a utility management specialist for an anticipated USAID-funded energy sector improvement program. The objective of the program is to improve access to reliable and affordable clean energy, improve regulations and governance in the energy sector, demonstrate the use of innovative technologies and busines models, and assist with the transition to a low-carbon development trajectory.

Duties & Responsibilities

The Utility Management Specialist may be asked to carry out activities such as: diagnosing the management operations of an energy utility and developing and implementing procedural, staffing, and technological improvements to enhance operations and increase performance; assessing
what management and institutional adjustments will be timely and cost-effective in preparing a state-owned utility for privatization; advising a utility on how to separate its business functions and cost centers effectively in preparation for unbundling and privatization; advising how to better organize specific
business functions, such as procurement or collections, metering, and billing, to improve performance; and
assessing the needs for management information systems and assisting with the procurement,deployment, and utilization of such systems.

Job Requirements

Advanced degree in engineering, economics, energy/environmental policy.
Prior international donor experience on similar projects
At least 5 years of applicable technical and professional experience
Strong interpersonal and communication skills
Fluency in English (written and spoken)
