Help is a German non-government charity organization. Since 1981, we have focused on fulfilling people’s most important needs. Help is engaged in emergency assistance as well as in rehabilitation and development projects. Whenever possible we are linking emergency aid with self-help. It is our aim to encourage the efforts made by the communities affected by catastrophes and misery in order to have them improve their living circumstances themselves.
The Vocational Training Center / VTC and Employment and Entrepreneurship Services Center / EESC officer will represent Help in Badghis province in terms of communication and coordination with Govt. Relevant Depts. and I/NGOs and implementation of the project activities. He will be fully responsible for managing Help’s Vocational Training Centre, Technical and Vocational Education and Training / TVET and EESC activities in Qala-e-Naw city.
Represent Help at provincial level and participate at Govt. INGOs, NGOs, CSOs and private sector coordination groups/meetings and identify areas for coordination and collaboration with Govt. and other I/NGOs.
Establish and maintain linkage with local Govt. authorities and other stakeholders for effective coordination and successful implementation of the activities.
Ensure effective planning, coordination, management and implementation of the TVET and Employment Facilitation programme at the provincial level.
Ensure that TVET program is implemented in full coordination and involvement of the concerned stakeholders at all implementation stages.
Ensure the program operations and implementations are in accordance with existing policies and procedures of Help INGO.
Ensure that all communications with Govt. NGOs and other stakeholders are done in consultation with program manager.
Manage the Vocational Training Center.
Contribute in identification of marketable vocations in the local market of the province.
Identify, screen, interview and introduce eligible beneficiaries to vocational courses.
Facilitate, coordinate and supervise vocational trainings in the VTC.
Regularly report to Help management team and Dept. of Labor and Social Affairs on progress of activities in the center.
Ensure that vocational trainings are in alignment with market trends and direction.
Facilitate/organize general education training and life skills sessions for TVET trainees at the VTC.
Facilitate/organize community awareness sessions in target communities.
Ensure and undertake employment and entrepreneurship training and services/activities for trainees.
Ensure assisting the graduated trainees on job placements, internships and mentorships in local market.
Attend local Job fairs and employability events and establish good working relationships with local stakeholders.
Assist and coordinate the graduates in start of their micro business individually or self-help groups.
Document all VTC and EESC processes and activities and report to the program manager.
Support with M&E department of Help for regular monitoring of the TVET activities.
Ensure that monthly, quarterly, interim and final reports are produced on time as required.
Ensure the center safety and security in full coordination with Help’s security focal point, local security authorities and other relevant Govt. departments.
Ensure that the VTC, equipment, vehicles, training materials and administrative items are looked after and maintained properly.
Travel to Herat whenever required for reporting purposes.
Work collaboratively to fulfil organizational and project goals.
Complete any other activities relevant to the project implementation assigned by the management team.
Bachelor Degree in Economics, Management, Business Administration and Public Administration or any other related field. Master’s degree in any of the mentioned filed will be preferred.
Must be fluent in English, Dari and Pashto
Must have a thorough knowledge of MS. Office, Excel and Internet.
At least four years’ experience in the relevant field.
Solve problems and make decisions.
Good communication skills.
Team work highly required.
Able to work under pressure and different circumstances.
