Afghanistan Justice Sector Support Program (JSSP), Multi Location

1. Communicate with victims, witnesses and victim’s families about their questions and needs
in relation to access to justice. Register their personal details, interview them about their
situation and issue advice on what the victim can do using the Elimination of Violence
Against Women Law and MOWA VWAP SOPs; explain the full spectrum of support services
and referrals available to victims.
2. Upon request, design effective material for victims and witnesses to help them understand
where they can seek further assistance and help; in Kabul and in provinces (in cooperation
with DOWAs).
3. Fully understand the situation of victims in Afghanistan and conduct regular meetings and
research on the latest developments, as to be able to provide accurate and updated
information to future victim advocates.
4. Fully understand the complete process of victim advocacy at the VWAP office at MOWA,
including communication with victims and provision of advice and referrals.
5. Develop effective work relationships with service providers and with all sections of MOWA
and the EVAW unit at the AGO, to help victim advocates understand the process of access
to justice and which obstacles are encountered.
6. Design effective training material for victim advocates to help them understand where to
find new victim support service providers;
7. Design, update and improve the VWAP training curriculum for victim advocates;
8. Prepare for and conduct regular victim advocacy trainings for a variety of audiences in Kabul
and in selected provinces;
9. As per requests by international mentor and guidance of the VWAP Team Lead, report
daily/weekly and contribute to monthly reporting.
10. Upon request, conduct research into specific questions or topics related to VWAP.
As per requests by international mentor and guidance of the VWAP Team Lead, develop
effective contacts within the MOWA departments to be able to quickly verify information,
obtain cooperation and understand the overall MOWA mandate for the protection of
women in Afghanistan.
11. Establish, maintain and strengthen the coordination and information sharing between the
Ministry of Women’s Affairs, the Elimination of Violence against Women’s Unit and other
organizations, departments and units dealing with access to justice, gender issues and
family issues;
12. Support Coordination, Consultation, Communication, Cooperation, Stakeholder Meetings
with social workers and other victim/witness advocates;
13. Any other work related activity assigned by JSSP and GCHR management.
Bachelor degree in Law or Sharia, Masters preferred;
Ideally, at least 2 years of experience in training, adult education related to the rule of
law and/or in victim advocacy and victim counseling.
At least 1 year of direct work experience in the field of “Access to Justice” and gender-sensitive
programming working with victims, witnesses and their families to obtain
support.
Demonstrated professional maturity and good interpersonal skills for teamwork, and
excellent written and verbal communication skills (phone, email, skype and face-to-face).
Proven ability in designing, conducting and improving participatory training modules for
a variety of audiences;
Strong understanding of the formal criminal justice system in Afghanistan;
Understanding the legal context of victims in Afghanistan and what the obstacles to
justice are; translate this understanding into tangible support services for victims and
into effective messages for training participants;
Must demonstrate aptitude and willingness to work with female victims; and
demonstrate understanding of how to communicate with victims; how to interview
them; how to provide active listening; and how to issue effective support via advice &
information, referrals, transportation, etc.
Excellent computer skills and knowledge of MS Word, Excel, PowerPoint, and Outlook;
Experience in giving presentations; proven track record in public speaking for a variety
of audiences with confidence and persuasion;
Ability to understand reporting requirements and work towards agreed standards and
deadlines.
