Perform technical expertise and oversight and manage the engineering team on the implementation of the water and sanitation components of Mission East activities with special focus on water supply and sanitation programmes, small scale irrigation, and other works. Take part in new project assessments in Northeast and potentially others areas of Afghanistan.
Duties & Responsibilities:
Key tasks and responsibilities:
A. WATSAN Projects
*Perform technical preparation and implementation of water supply, sanitation, and other construction activities.
*Carry out all construction works within SPHERE and other applicable national and international standards
*Ensure that the programme is implemented in a consultative, participative and gender-sensitive way.
*Take part in new project assessments in Northeast and potentially others areas of Afghanistan
*Work in close collaboration with Mission Eastâ€™s public health and agriculture promotion team to ensure that all interventions are appropriate to and compatible with public health/livelihoods measures designed to assist beneficiaries.
*Coordinate with district- and provincial-level government officials and I/NGOs at sectoral and general coordination meetings
C. Staff Management
*Determine human resource needs necessary to implement engineering related interventions.
*Provide technical training and supervision of designated staff under a workable and accountable management structure
*Supervise worksites and directly line manage all field-based national water and sanitation engineering staff.
*Build and/or strengthen the capacity of national water and sanitation staff in public health intervention strategy, Mission East procedures and guidelines, relevant donor standards, SPHERE standards and other best-practice codes of conduct .
*Train watsan team in safety considerations and overseeing implementation of safety procedures.
*Enact a monitoring system to ensure precise information on staff activity on each site, project progress, quality and quantity of materials used, quality of work.
*Ensure designated staff abide by the Mission East Security Guidelines, uphold health and safety measures and Codes of Conduct
*Facilitate and support baseline, mid-term, and end line surveys as planned.
*Write progress reports as required and in keeping with internal/ donor requirements.
*Assist in the evaluation of projects.
*Perform other reasonable tasks as required
â€¢ A higher education qualification (degree or equivalent) in any discipline relating to environmental engineering, WASH (water and sanitation â€“ health), public health or similar.
â€¢ Demonstrable practical environmental, WASH and/or public health experience, including in relief/development contexts.
â€¢ Experience in rural development activities is an advantage
â€¢ Previous experience working in sensitive security environments
â€¢ Previous experience working in Afghanistan, Central / South Asia is an advantage.
Necessary Skills and Competencies:
â€¢ Good drafting and proposal generation skills; ability to develop strategies for environmental engineering, including an ability to identify conceptual links between WASH and livelihoods sectors.
â€¢ Excellent technical and interpersonal skills; ability to self motivate, proactive with lots of initiative.
â€¢ Excellent report writing skills.
â€¢ Ability to manage, motivate, train and develop staff.
â€¢ Excellence in written and spoken English.
â€¢ Proficiency in Excel and Word.
