The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.

Job Summary:

1. Project Background

Ministry of Education MoE is the imperative Ministry in the Governmental frame of the Islamic Republic of Afghanistan, which aims to provide quality and equity Education for all Afghans on the base of approvable laws and regulation of Afghanistan. In order to respond to the requirements and criteria of International standard, Ministry of Education is in the process of implementing Education Quality Improvement Program (EQUIP) with the fund provided by the ARTF/World Bank. The objective of the project is to improve the quality of educational inputs and processes as a foundation for a long term strategy to enhance the quality of educational outcomes.

After an initial start-up in four provinces, the program’s success led to its expansion to all 34 provinces. The second Education Quality Improvement Project – EQUIP II, which began in March 2008, is now in an extended Additional Financing phase from September 2012 to December 2016, Implemented throughout the country, the focus remains on improving quality and equality.
Infrastructure Service Department is responsible for implementing EQUIP supported school construction projects in order to promote equitable access and improve Quality Education.


2. Nature and Scope of Assignment
This assignment involves supporting a government-led capacity development program within the Ministry of Education’s Infrastructure Services Department (ISD) . The Water supply Designer will provide technical inputs required to enable ISD to achieve the target of establishing a safe learning environment for the school children of Afghanistan.
Under the supervision of the Head of Design and Architecture Unit of ISD , the successful candidate will function as a technical water supply and sanitation design expert for building and site systems. He Perform design and analysis calculations along with estimation (BoQ) and drawings for Plumbing system using governing codes and standards. He will closly work with his counterparts in developing standard school construction design, estimating, scheduling, safety measures with an emphasis on water supply and sanitation system.

The water supply design engineer will:

Provide calculation and Designing water supply and sanitation drawings for School construction Facilities

Assist ISD in reviewing and updating water supply and sanitation design specifications together with all necessary calculations pertaining installation of inside and outside of building, sanitary and plumbing pumping station, water tank and septic tank in relation to education infrastructures building of ISD/MoE and prepare all the required specifications in a manual form

Coordinate with Projects Designer in drawing up water supply and sanitation systems, Drawings, and specifications.

Guide and assist teams of designers and engineers in new designs, review and revise the existing typical designs of school buildings and other education infrastructures; and prepare new standard designs as per the ISD needs, and submit the final products in a manual/drawing form

Assist and build capacity of the teams in water supply and sanitation design of education infrastructure, school buildings and buildings for other educational facilities

Guide and train the design team and other engineers in using the up to date software of the relevant field. Prepare proper training action plan and evaluate the capacity of the counterparts in different intervals and keep the records

plan and coordinate all phases of projects designs from conceptualization and requirements determination through planning, design and final execution;

Work closely with the other National Technical Advisors in reviewing of typical buildings’ design and drawings, developing and implementing Design Manual.

4. Skills, Experience and Qualifications Required
The following key qualifications & competencies are required for the Electrical Design Engineer for Infrastructure Services Department of the Ministry of Education:


Education: University degree in Engineering (Civil/ Water supply and Sanitation ), or higher qualification preferably A Master degree from a recognized institution would be an advantage.

Experience: proven record of More than four years’ of progressively responsible professional experience with National and International Organizations in developing water supply and sanitation engineering drawings, concepts, principles, and practices in the specialty area of facility development

Languages: Fluency (oral and written) in both National Languages (Pashto, Dari). A good working knowledge of English would be an added advantage.

Other Skills: Full computer literacy skill on standard office software (word, Excel, PowerPoint) and Auto Cad programs (MEP) and knowledge of MS Project would be an added advantage.
o Ability to focus on and follow through priority activities and assignments. Ability to handle effectively multiple tasks without compromising the quality, team spirit and constructive working relationships with all colleagues. With Outstanding inter-personal and team building skills
o Ability to actively seek and improve services, offer new and different options/initiatives to solve problems and meet client needs, and promote and persuade others to consider new ideas.
