Based in the provincial office to which he is assigned,The Water Utility Systems Engineer/ Team Leader will
perform professional service activates and will report to

Director, based in Kabul Head Office.

Duties and Responsibilities:
The Water utility System Engineer/ Team Leader will be responsible for providing technical advisory support and guidance to provincial Water Departmentâ€™s senior water utility managers and will provide advice and on the job training in water utility management policies, principles and practices in the province to which he/ she is assigned. He/ She will perform the following tasks:
â€¢Serve as mentor and technical advisor to the water utility engineering and management staff at the location to which assigned.
â€¢Provide training and professional guidance in the areas of management oversight and field supervision, as well as planning, design, construction, operation and maintenance of capital improvement and rehabilitation projects.
â€¢Serve as the organizational subject matter expert regarding Afghanistan national standards and practices for water supply system design, restoration, extension, and construction of system components, including water wells, water transmission mains, pumping stations and elevated tanks.
â€¢Advice the water utility staff in establishing baselines on water works performance indicators, taking into account industry best practices and appropriate benchmarks for the region served.
â€¢Train the local water utility staff in quality assurance and safety oversight, documentation of such oversight, and direct corrective actions as required ensuring compliance with work quality standards and worker safety, employing an effective combination of classroom training techniques and on the job training.
â€¢Implement systems to facilitate improved work reporting and control technical work teams, including control of equipment and materials.
â€¢Provide training for the technical supervision and control of contracted works and technical services.
â€¢Assist the ICMA Technical Director in the development and preparation of manuals to document approved technical practices and procedures.
â€¢Develop performance measurement procedures for evaluation of technical personal and establish and enforce performance standards in collaboration with the ICMA Technical Advisor.
1.Diploma/Bachelor in Engineering, Project Management, Public administration, or Economics.
2.At least 6 years of related commercial or utility management experience.
3.Strong organization skills and ability to evaluate quality of work performed by others.
4.Ability to multi-task and record work performance
5.Strong leadership and communication skills
6.Ability to work as part of team and foster development and collaboration
7.Ability to gather information from a variety of sources and produce clear, concise well documented written reports as required.
8.Thorough knowledge of duties and ability to develop performance standards appropriate to those duties
9.Experience working on USAID or other international donor funded projects in Afghanistan is highly desirable
10.Proficiency in MS Office suite programs
11.Experience in accounting and financial management and human resource management techniques and software
12.Excellent English Dari and/or Pashto (spoken and written), Depending on location of assignment
13.Functional English speaking ability is preferred.
