Job Summary:


The Water Utility Systems Engineer will be responsible for providing technical advisory support and guidance to provincial Water Department’s Senior water utility managers and will provide advice and on-the-job training in water utility management policies, principles and practices in the province to which s/he is assigned. S/he will perform the following tasks:

Duties & Responsibilities:

•Serve as mentor and technical advisor to the water utility
engineering and management staff at the location to which
assigned;
•Provide training and professional guidance in the areas of
management oversight and field supervision, as well as
planning, design, construction, operation, and maintenance
of capital improvement and rehabilitation projects;
•Serve as the organizational subject matter expert regarding
Afghanistan national standards and practices for water
supply system design, restoration, extension, and
construction of system components, including water wells,
water transmission mains, pumping stations elevated tanks
and water supply network.
•Advise the water utility staff in establishing baselines on
water works performance indicators, taking into account
industry best practices and appropriate benchmarks for the
region served;
•Train the local water utility staff in quality assurance
and safety oversight, documentation of such oversight, and
direct corrective actions as required to ensure compliance
with work quality standards and worker safety, employing an
effective combination of classroom training techniques and
on-the-job training.
•Implement systems to facilitate improved work reporting and
control of technical work teams, including control of
equipment and materials.
•Provide training for the technical supervision and control
of contracted works and technical services.
•Assist the ICMA Technical Director in the development and
preparation of manuals to document approved technical
practices and procedures;
•Develop performance measurement procedures for evaluation
of technical personnel and establish and enforce
performance standards in collaboration with the ICMA
Technical Advisor.

Job Requirement:

Qualifications required:

•Bachelor in Engineering, project Management, Public
Administration, or Economics
•At least 6 years of related commercial or utility
management experience.
•Strong organization skills and ability to evaluate quality
of work performed by others
•Ability to multi-task and record work performance
•Strong leadership and communication skills
•Ability to work as part of team and to foster development
and collaboration
•Ability to gather information from a variety of sources and
produce clear, concise, well documented written reports as
required.
•Thorough knowledge of duties and ability to develop
performance standards appropriate to those duties
•Experience working on USIAD or other international donor
funded projects in Afghanistan in high desirable
•Proficiency in MS Office Suite programs ins preferred
•Experience in inventory controls and human resource
management techniques and software is preferred
•Excellent Dari and/ or Pashto (spoken and written),
depending on location of assignment
•Functional English speaking ability is preferred
