The incumbent works under the overall guidance and supervision of Procurement Information Management System Manager. He/she will provide technical advice, management support and technical inputs required to allow NPA to achieve its target of establishing a fully functional PMIS system which will be capable of supporting and servicing the information system needs of the entire NPA and ultimately, should be able to translate high-level requirements into interaction flows and artifacts and transform them into interactive, intuitive, and functional designs.
Conduct the case studies for the GUI of the software applications developed in order to fully gather the user needs in term of GUI, in assistance with software and business specialists and PMIS and system development manager.
Design the new concepts in draft in design software such as Illustrator or Photoshop, or on the paper based on the need, in assistance with software and business specialists and PMIS and system development manager. Design the draft prepared in HTML, CSS and JS code, possibly with the use of the frontend framework.
Fix and/modify the existing designs to meet the new requirements, enhance the user experience or bug fixes in HTML, CSS or JS. Analyze and test graphics of the developed application to find bottlenecks in terms of UI and UX Strictly follow the policies and standards documented and followed by PMIS. Learn and do the research on the new emerging technologies and keeping knowledge up to date. Assist to generate weekly activity reports regarding the status, condition and performance of the entire website functionalities.
Assist to create and maintain software documentation. Support PMIS team to provide training and workshops for beneficiaries.
Perform any other related duties requested by PMIS Manager. Build their capacities over time with the goal of developing a web application from start to end, from requirement analysis to coding backend and database.
I.Education:
Bachelor’s Degree in Computer Science, or any other relevant field.
Work Experience:
Must have two years of experience in Computer Science, Computer Engineering or any other relevant field. Language Requirement:
Excellent communication skills in at least one of the national languages (Pashto or Dari) and in English.
Key Skills and Competencies:
Expert in CSS and HTML
Expert in PHP, object oriented.
Expert in JavaScript frontend.
Expert in jQuery.
Expert with frontend design frameworks, Preferably Google Material Design.
Familiarity with Google Angular framework is preferred.
Familiar with sketching the design in Adobe Illustrator of Photoshop.
Familiar with a PHP backend framework such as Laravel.
Preferably familiar with Git
Preferably familiar with MantisBT
Preferably familiar with frontend charts, e.g. highcharts
Preferably familiar with Agile methodologies
Keen to learn new technologies and techniques is highly emphasized
Good team player capabilities
Good communication skills
Good planning skills
Willing to work under pressure.
Good interpersonal and communication skills
