About APFM

Job Summary

The Afghanistan Revenue Department (ARD) is providing taxpayers with important information in international and local languages (English, Dari and Pashto) through the ARD website. The website provides an English translation of the Income Tax Law and Manual, revenue collection data, taxpayer calendars (with tax rates and due dates), taxpayer guides for different taxes (that explain legal requirements, rates, applicability, and filing and payment instructions), taxpayer forms and worksheets, service standards (for tax clearance certificates and taxpayer identification numbers) and FAQs. The lay-out and content of the ARD website was designed several years ago. The ARD now wishes to develop its website into an information hub and resource center where taxpayers will find all relevant tax reference materials that is supported by an expanded navigation menu.

APFM is seeking an experienced Website Designer to provide technical assistance to the ARD in areas described in APFM's work plan. The Website Designer will manage a process to identify the best architecture for the ARD website and develop the required functionalities and applications, but is not required to develop the content of the website. Principle duties and responsibilities are listed below. The assignment duration is for 120 calendar days. The Website Designer will report to the APFM Chief of Party (COP) or his/her designee. The position is subject to the NTA Salary Scale.

Duties & Responsibilities

The Website Designer will perform the following tasks.

Meet with the ARD Director General and all ARD Directors, collectively and individually, to identify expectations and features of a redesigned ARD website.

Meet with key partners as well as possible clients (users) to obtain their expectations of the ARD website.

Meet with content providers (staff and external parties) to identify sources of information and possible updates.

Identify the frequency of updates and management responsibilities for the website and content updates.

Conceptualize and propose different website layouts.

Carry-out the technical design and development of website functionalities.

Draft a brief report, based on consultations, that describes website expectations, types of information to be provided, feasibility, etc.

Provide several alternatives, for discussion among staff, of a revamped ARD website. The alternatives are to include the estimated effort required for content management, updates, facilitation of forums, possible integration of social media tools, etc.

Prepare a fully functional ppt version of how the website will look (in terms of visitor’s use, hierarchy of the content, etc.).

Develop and program the website.

Perform any other appropriate tasks that support project activities as assigned by the APFM COP or his/her designee.

Job Requirements


Bachelor’s Degree in information technology or related field with at least 5 years of relevant experience

Experience in website/portal design and development.

Proficiency in programming and scripting languages such as HTML5, CSS3, JavaScript, and PHP.

Proficiency in developing MySQL databases.

Proficiency in using computer management systems like Joomla, Drupla and Workpress.

Proficiency in Microsoft Office applications, especially MS Word, Excel and PowerPoint.

Experience with publishing tools such as InDesign, Adobe Photoshop and Illustrator.

Experience in using Search Engine Optimization (SEO).

Ability to write and verbally communicate clearly in English and Dari; Pashto would be an asset.

Excellent organizational and prioritization skills.

Ability to communicate and work effectively in a cross-cultural environment.
