Job Summary

The United States Agency for International Development (USAID) has been implementing the ASMED Project since 2006. ASMED provides financial and technical support to small and medium enterprises (SMEs) and organizations that support SMEs in Afghanistan. The U.S. Embassy and U.S. Forces Afghanistan (USFOR-A) have made a push, through their Afghan First policy, to encourage local procurement of Afghan products made by Afghans to benefit and improve the well-being of the Afghan people. Procuring goods and services from Afghan companies promotes economic development, supports the growth of a modern and competitive business sector, and boosts Afghan employment. The Afghan Bids Procurement Portal was created by ASMED in line with the Afghan First policy to facilitate transactions between local sellers and international buyers in Afghanistan and help local companies capture new business opportunities. The website was launched at the beginning of the month, however, it needs a dedicated employee to oversee the day-to-day usage of the site and run a targeting marketing campaign in order to increase its popularity and usage and reach its full potential to support the creation of local Afghan employment.

The Website Support Specialist (WSS) will provide general management and oversight, as well as technical, administrative, and marketing support for a new initiative of the USAID Afghanistan Small and Medium Enterprise Development Project (ASMED) – the Afghan Bids Procurement Portal (www.afghanbids.com). This e-procurement portal is designed to both facilitate the work of procurement professionals and provide increased accessibility to vendors by providing a centralized location to post and respond to Requests for Proposals and other business opportunities in Afghanistan. The WSS will provide all of the back office support for this website to run smoothly, including helping users register, responding to user questions, and trouble shooting. In addition, a main responsibility of the WSS will be to market the website to local businesses and procurement professionals in order to increase the exposure and usage of the website.

Duties & Responsibilities

The Website Support Specialist (WSS) will:
•Provide general management and oversight, as well as technical, administrative, and marketing support for the Afghan Bids Website.
•Assist users in registering to use the website.
•Answer any questions submitted to the website help desk.
•Troubleshoot problems as they arise and provide relevant feedback to the software development company; serve as ASMED’s liaison with the software development company.
•Launch a marketing campaign to inform buyers and vendors about the website; hold targeted meetings with buyers and vendors, user roundtables, or whatever necessary to increase usage of and populate the website.
•Serve as ASMED’s primary point of contact regarding the website.

Job Requirements

•1-3 years of experience in IT or strong computer skills.
•Past experience running a marketing campaign or other experience in marketing or sales in Afghanistan.
•Fluent in English, Dari, and Pashto preferably.
•Strong written and oral communication.
•Strong interpersonal skills and willing to cold call and assert him/herself in order to increase the usage and popularity of the website.
•Hard-working, dedicated, proactive, and willing to take the initiative to run this project semi-independently.
