Background:
DAI is implementing the USAID funded Afghanistan Competitiveness of Export-Oriented Businesses Activity (ACEBA) Program. The objective of this program is to enhance capacities of Afghan exporters and micro, small, and medium-sized enterprises (MSMEs) associated with export-oriented value chains, such as carpets, marble and granite, precious stones and jewelry, textiles, and cashmere as a means of promoting sustainable economic growth and increasing employment.
Purpose:
The Workforce Skills Manager will assist with the development and growth of the ACEBA value chains by working with other team members to identify workforce development leads and design and implement workforce training activities. He/she will coordinate Capacity Building and Placement Managers in ACEBA regional offices to ensure high quality, on time activity delivery and skills development outcomes for participating jobseekers including men, women and youth.
Objective & Duties:
• Serve as coordinator for the successful implementation of all program activities designed to build the capacity of Afghanistan’s workforce in the targeted value chains.
• Work with exporting firms and their suppliers nationwide to identify the job skills needed among men, women, and youth, to supply the workforce requirements of ACEBA’s value chains;
• Define activities for implementation with and through Afghan institutions and service providers in different parts of the country.
• Support activity development, implementation, and related due diligence and reporting requirements;
• Provide coordination and support to staff in offices in Kabul, Herat, Mazar-i-Sharif, Kandahar and Jalalabad in the implementation of workforce skills activities;
• Manage implementation schedules, schedule and coordinate the inputs of STTA advisors, and coordinate with operations and security teams to ensure advance planning and timely execution of activities in accordance with the project work plan.
Qualifications:
• Minimum 7 years of relevant experience in capacity building, workforce skills training, especially for women and youth with bachelor’s degree or Master’s degree with 5 years relevant experience
• Expertise in assessing training needs, managing training contracts and grants, and monitoring learning gains
• Experience developing and preparing training curricula with the input of industry experts
• Minimum of a Bachelor’s degree in a relevant field
• English language fluency
• Excellent reporting and presentation skills
Reporting:
• The position reports to the Business Enabling Environment Director
