Job Summary

The Expert will have a degree in electrical engineering and preferably 10 years of experience working in development/rehabilitation of transmission lines, substations and grid systems. Experience in Afghanistan and other post-conflict environment are desired. The Expert will undertake the following The Civil Engineer will have a degree in civil/structural engineering and preferably 10 years of experience working in development/rehabilitation of transmission lines, substations and grid systems. As a practicing engineer, the expert must be proficient in identification, analyses and resolution of problems and effective planning, organizing, estimating, scheduling and monitoring of project activities. The engineer will be responsible for civil/structural engineering including detailed design for 500 kV transmission lines. The Civil Engineer should spend at least 70% of time in Afghanistan/field. The Expert will undertake the following: 

Duties & Responsibilities

Civil and Structural Engineer :

i. Plan, design and oversee the construction, installation, operation and maintenance of electric components systems, and facilities used 500 kV transmission lines. 

ii. Assist in diagnostic testing of components and systems, and engineering studies. 

iii. Review and confirm structural design of foundations and structures for transmission and distribution power systems including physical layouts, structural/site layouts and associated 

civil calculations. 

iv. Confirm that design package complies with applicable transmission engineering design standards and all safety codes 

v. Ensure all transmission line commissioning protocols are planned, coordinated and duly implemented 

vi. Provide on the job training (OJT) to counterpart engineer on field of expertise. 

vii. Provide input on the field of responsibility to inception, interim, draft final and other reports. 

viii. Review and approve erection and construction drawings to ensure technical compliance and 

compatibility with specifications and other requirements; 

ix. Supervision, inspection and monitoring of the civil works of the project to ensure that the 

works are carried out in accordance with the agreed schedules, design and specifications, and that the quality meets, at the minimum, the required standards, specifications, systems and procedures; 

x. Supervision, inspection and monitoring of the installation and erection of the equipment and materials at the project site, and the required tests, trial operations and the complete commissioning program described in the scope of works of the EPC contractor; and 

Any other works not sufficiently described in the scope of services, but can be reasonably inferred as required and necessary to be undertaken to complete the project are presumed included in the scope of works of the contractor.
