The candidate will work under the supervision of procurement Director
•Strengthen and support Procurement Office and upgrade the level of expertise of the Procurement Officials in order to build a self sustained unit.
•Assist and provide support to the Director (Procurement) for all aspects related to the Procurement of goods, works and services (Consultancy and non-Consultancy) and for contract administration and management.
•Help provide solutions to a wide spectrum of issues and facilitate completion of tasks related to procurement.
•Assist and enable Procurement Office with procurement of goods, works and services so as to minimize time delays, through establishing and operationalsing internal control system of procurement decision making and delays alert and management system.
•Ensure that the government or the Donors procurement procedures as described in the Loan/Grant/Credit Agreements, are fully complied with at all stages for procurement of goods, works and services under the project;
•To facilitate the preparation and implementation of proper documented procedure for procurement that is consistent with Procurement Law, policy and related instructions.
•To assist in putting in place proper procedures and internal control systems for:
oProcurement Planning
oProcurement Need Assessment and Sourcing Strategy
oProcurement Requisition and Authorization
oBudget Availability Confirmation.
oDrawing of Specifications
oTender Advertisement/Announcement/Notice
oBidding/RFP/RFQ documents preparation and Issue
oClarification of bidding documents
oReceipt of bids/proposals and opening
oBid/proposal evaluation and approval
oPurchase order/Contract award processing
oPublic notice of Contract awards
oDebriefing of unsuccessful bidders
oInspection and acceptance of goods, works and services
oInventory and Supply Management
oObtaining and Safe keeping of Securities
oProcurement Performance Measurement
oContract Management
oData base of bidders/suppliers
oNotification of unethical practices and list of debarred bidders
oReview and dispute resolution
•Facilitate preparation of Procurement Plan as per Procurement Law and related instructions.
•To facilitate assessment of capacity building needs of the Procurement office/organization of the Ministry and develop capacity building plans and implement measures for capacity building and track progress on it.
• Assist in proper maintenance of records as per Procurement Law and related instructions and monitor its implementation.
• Provide coaching and mentoring to procurement officials on all aspects to Public Procurement.
•Effectively liaise and network with all the stakeholders/agencies for better coordination of procurement activities and for implementation of policy reforms initiatives.
•Any other item of work related to procurement assigned by Director(Procurement)
Education and experience equivalent to graduation from college or university
5 years experince in related field
