About DABS

Da Afghanistan Breshna Sherkat (DABS) is a self-sufficient and independent corporation established under Islamic Republic of Afghanistan’s Joint Stock and Limited liability corporations’ act. This corporation changed legal entity and replaced Da Afghanistan Breshna Mosesa (Afghanistan electricity company), as a national electricity corporation on 15th of Sawr 1387 SH, in accordance with May 04, 2008. Da Afghanistan Breshan sherkat (DABS) commercially manages generation, import, transmission and distribution of the power electricity across the country.

Job Summary

M & E Specialist will monitor and evaluate World Bank (WB) funded projects/related DABS program, and will provide support not limited to the below listed Word Bank (WB) pertaining DABS ongoing projects: -

1.      Naghlu Hydropower Rehabilitation (NHRP) project

2.      Herat Electrification (HEP) project

3.      DABS Planning and capacity Support (DPCSP) project

4.      CASA-1000 Project

5.      Daronta Hydropower Plant Rehabilitation (DHPRP) project 

Duties & Responsibilities

1.Collaborate in the development of the multi-annual plan for program monitoring & evaluation (PME) that includes the development of key performance indicators, procedures and systems

2.Identify strengths and weaknesses in existing data collection and management systems, and lead the development of improved systems, processes and tools for tracking programmatic performance against indicators.

3.Support periodic conduct of assessment of the capacity in the field of PME and facilitate improvement for higher performance.

4.Support technical staff with M&E needs in utilizing data collection tools.

5.Assist in the planning, coordination, and documentation of meetings, workshops, seminars and other activities of the project, focusing on the technical aspects.

6.Support technical staff in the development of quarterly and annual reports of M&E.

7.Participate in reflection meetings to share knowledge and experiences with colleagues and project partners.

8.Lead in establishing performance measures, collecting and analyzing performance information, planning and managing evaluations, and assisting management in using the performance information for decision making.

9.Review existing M&E systems, tools and indicators.

10.Assist with the reporting staff.

11.Lead the field staff in collection of periodic/seasonal data, planning field activities, project reviews, impact assessment etc.

12.Prepare yearly plan of operations for M&E data collection

13.Qualitative and quantitative assessments through field visits.

14.Monitoring Project processes, participation and results such as to obtain a better understanding of its setting.

15.Alerting field staff and project manager for the unexpected and seek out unforeseen benefits and difficulties, new opportunities and unanticipated costs.

16.In close collaboration with project managers and sr. officers prepare grant level and project activity level monitoring plan and work plan, and regularly update these plans on monthly bases. The first kind of these plan should be prepared for all the four grants and its sub activities within first month.

17.Regularly evaluate project progress and accomplishment against the prepared monitoring plan. Provide advise and support to project manager in resolving impediment in implementation of project and remind/alert project team in case of delay in any activity.

18.In collaboration with contract management specialist, project managers, and procurement specialist of the project, review implementation of signed contracts and prepare proper plan for field visit, factory acceptance test, type test and commissioning procedure for the contract. The M&E specialist should make sure that these plans are prepared and implemented in a timely and cost-effective manner.

19.In close collaboration with internal audit specialist, financial management specialist, review projects documentation, reporting, record keeping, and performance against the issues raised during audit of project and prepare plan for achieving the recommendation of internal and external audit.

20.Prepare issue log for all project and regularly follow up with project manager on resolution of project issues.

21.Develop stakeholder M&E framework to identify involvement of stakeholder in different stages of M&E.

22.Develop questionnaire and checklists in advance for performing monitoring or evaluation.

23.Develop monitoring reports format and submit regular project monitoring report to at least include but not limited to:-

a)List of specific objectives/activities that were to be accomplished during the (Month, Quarter, and a year).

b)The extent of accomplishment of specified objectives and activities.

c) Identification of constraints that explain why certain objectives/activities were not accomplished as planned.

d) Identification of additional resources, training, support, etc., needed to help overcome these constraints.

e) Update list of objectives activities for the next period.

f) Financial status review for determining spent amount vs budgeted and any proposed changes for the next period.

24.Ascertain results and assess the effectiveness, efficiency, relevance, impact and sustainability of DABS-WB Projects.

25.Provide findings, conclusions and recommendations in order to draw lessons for future design of projects in appropriate locations in Afghanistan.

26.  Any other official duties assigned by the supervisor. 

Job Requirements

The Monitoring & Evaluation Specialist shall have the following expertise:


  • At least a bachelor’s degree in business administration, management, Social Sciences, Humanities and Engineering or in related fields, master’s degree is preferable.
  • Minimum 5 years of working experiences for Bachelor and 3 years for Master in the similar field.
  • Work experience with International Donors such as World Bank, USAID, and ADB are preferred.
  • Experience in high voltage power systems would be an asset.

Languages: Fluency in local languages (Dari/Pashto) and English is required
