BACKGROUND:
DAI is implementing the USAID funded Afghanistan Competitiveness of Export-Oriented Businesses Activity (ACEBA) Program. The objective of this program is to enhance capacities of Afghan exporters and micro, small, and medium-sized enterprises (MSMEs) associated with export-oriented value chains, such as carpets, marble and granite, precious stones and jewelry, textiles, and cashmere as a means of promoting sustainable economic growth and increasing employment.
PURPOSE
The regional Operations & Procurement Specialist is responsible for ensuring project procurement of goods and operations services for the Herat regional office are achieved according to ACEBA policies and procedures.
OBJECTIVE AND DUTIES:
• Manage project operations procurement and ensure compliance with ACEBA policies and procedures,
• Prepare staff travel and/or lodging documentation for processing of invoice payments,
• Assist in making reservations for accommodation and/or flights,
• Coordinate all refreshments for meetings and trainings,
• Assist with data entry and record management for all aspects of operations department’s administration,
• Assist in maintaining office and supplies, ordering replacements and ensuring accurate completion of the stock records,
• Submit requisitions
• Assist with tagging of assets and related paperwork/filing for inventory management
• Coordinate facilities services such as vehicle licenses, generator repairs and facilities maintenance,
• Manage vendor relationships, contacts, and pre-qualifications lists,
• Facilitate efficient and timely procurement of goods and services,
• Obtains product/pricing information from vendors which is used in sourcing and contracting decisions,
• Facilitates the timely receipt of requested goods/services,
• Monitor/audit the receipt of goods and services,
• Carry out other procurement functions as required,
• Support the management of facilities staff, including maintenance staff, cleaners, cooks.
• Perform other tasks assigned by supervisor.
QUALIFICATIONS
Education:
• Bachelor’s degree at minimum.
Work Experience:
• Minimum 4 years of relevant work experience or over all 7 years’ experience
• Experience working on USAID-funded project and with international organization is an advantage
Other Skills:
• Excellent verbal and written communication skills
• Excellent computer, interpersonal and organizational skills
Languages:
• Fluency in English, Dari and Pashto
REPORTING:
The Operations and Procurement Specialist is based in the Herat regional office and reports to the Regional Export Acceleration Director
