Job Summary

The Utility Management Advisor will perform professional service activities and will report to and under the guidance of the ICMA Provincial Team Leader based in the water utility in the provincial capital or the Senior Utility Management Advisor based in ICMA CAWSA Kabul office.

Duties & Responsibilities

Duties and Responsibilities:

The Utility Management Advisor will be responsible for providing technical advisory support and guidance o provincial water department’s senior water utility managers and will provide advice and on-the-job training in water utility management policies, principles and practices in the province to which s/he is assigned. S/he will perform the following tasks:

•Provide quality advisory services and detailed assistance
to the utility mangers and engineers in all areas of
administration, financial management, human resources,
asset management, systems support, inventory control,
contract management, procurement, and policy development,
including assessing current practices and proposing
improved practices and procedures.
•Closely coordinate utility administrative and finance
activities with technical operations and maintenance to
ensure capture of estimated versus actual costs.
•Implement systems to facilitate improved financial
reporting and controls within the utility and for the
administration of contracted services.
•Prepare manuals to document approved practices and
procedures for each of the above responsibilities, in
collaboration with senior advisors based in the Kabul head
office.
•Serve as mentor and trainer for local water utility
administrative and financial managers and their support
staff, providing formal and on-the-job training as
appropriate
•Develop performance measurement procedures for evaluation
of administrative and finance personnel and assist the
senior utility management advisor in establishing and
enforcing performance standards.
•Act as the coordinating staff advisor between system
operations and maintenance departments and finance and
administration.

Job Requirements

Qualifications required:

1.Diploma/Bachelor in Engineering, Project Management,
Public administration, or Economics.
2.At least 6 years of related commercial or utility
management experience.
3.Strong organization skills and ability to evaluate quality
of work performed by others.
4.Ability to multi-task and record work performance
5.Strong leadership and communication skills
6.Ability to work as part of team and foster development and
collaboration
7.Ability to gather information form a variety of sources
and produce clear, concise well documented written reports
as required.
8.Thorough knowledge of duties and ability to develop
performance standards appropriate to those duties
9.Experience working on USAID or other international donor
funded projects in Afghanistan is highly desirable
10.Proficiency in MS Office suite programs
11.Experience in accounting and financial management and
human resource management techniques and software
12.Excellent English Dari and/or Pashto (spoken and
written), Depending on location of assignment
13.Functional English speaking ability is preferred.
