Duties:
Organizes plans and provides support to the Infrastructure Program Management Team. Assesses and proposes design solutions to prison infrastructure problems with economical, workable, and sustainable ideas. Actively engages in the training, advising and mentoring process for Afghan engineers at the GDPDC. Works with the GDPDC Infrastructure office to help in planning, design, detailing, construction documents, bidding, contract negotiations, and award. The engineer observes monitors and evaluates construction to ensure each facility is constructed with durable and sustainable design without sacrificing sound engineering practice and application of International Building Code (IBC), and Afghan cultural standards. Has at least 4 years’ experience in engineering design and practice.
Qualification Guidelines:
Education and/or experience
At least 2 years of experience performing an administrative role or function.
Must have strong organizational skills, be analytical, and have a high capacity for attention to detail
Must be able to manage workloads effectively including adapting to changes, planning, organizing and prioritizing work Must be able to work effectively under stress and pressure, Must be able to research, analyze and evaluate information and make good decisions. Knowledge of computer software including spreadsheets and word processing is required. Must be able to work effectively in a diverse workforce
Be able to relay completely and correctly all direction from Site Manager to employees of all departments be able to establish a cooperative relationship with LN employees of all departments so they understand the systems in place.

A working knowledge and experience in planning and designing for vertical and horizontals structures applications.
Actual demonstrated engineering working projects showing innovation, sustainability, and ease in maintenance should be listed with appropriate reference.
Estimation, Excel spreadsheet software proficiency, Micro-soft office package, and English reading and writing skills (excellent)
Proficient in design applications (AutoCAD)
Preparing, designs and drawings.
Written skill to prepare SOW for the projects, official litters and other required documents.
Selecting appropriate construction materials.
Providing technical advice.
The Architect is responsible for preparation of official documents so that it can fulfil a specific purpose documents as directed by supervisor.
The Architect will provide technical expertise required to manage and coordinate designs/drawings and will render support during the construction phase of projects to ensure the works conform to approved drawings and specifications. Under the supervision of the Chief engineer, the Architect will perform the following responsibilities including, but not limited to:
In coordination with the IPMT Engineer team, provide technical inputs in the production of high-quality engineering and architectural designs, drawings and documentations throughout all phases of planning, design and construction.
Prepare architectural design concepts, drawings, and schemes and consolidate with architectural and construction standards.
Develop design schedules and cost estimates for construction/renovation projects and track performance against baselines.
Perform quality assurance for all engineering and architectural design documentation to ensure accuracy and compliance with established quality standards requirements.
Ensure effective plans, reporting, control, and configuration management according to management system and standard professional practice.
Perform other duties as may be assigned.
Job Summary:
As a Civil Engineer the main objective is to develop conceptual and construction projects solutions for Civil Engineering projects using analytical techniques, and Organizes plans and provides support to the Infrastructure Program Management Team. Actively engages in the training, advising and mentoring process for Afghan engineers at the GDPDC. Works with the GDPDC Infrastructure office to help in planning, design, detailing, construction documents, bidding, contract negotiations, and award, The engineer observes monitors and evaluates construction to ensure each facility is constructed with durable and sustainable design without sacrificing sound engineering practice and application of International Building Code (IBC), National Electric Code (NEC), international norms and Afghan cultural standards. Has at least five years’ experience in the field of infrastructure engineering design and in construction of infrastructure projects.

Perform technical survey for infrastructure projects
Provide technical report of project site visits.
Provide and review infrastructure projects engineering documents

A Civil Construction engineer is responsible for designing/monitor any kind of structure so that it can fulfil a specific purpose, and remain safe, economic and functioning throughout its intended lifetime. Structural engineering is about investigating both the immediate loads and demands on the structure, as well as any likely future changes, and ensuring a structure is designed to withstand those loads.

Qualifications:
B.Sc. in Civil Engineering With (4) years of relevant experience in the field of construction and monitoring of infrastructure Projects,
Strong management and leadership traits and skills; hardworking; responsible; flexible in work and time assignments
Must be able to adapt to the changing demands of the project and the team
Excellent communication skills both verbal and written in English, Dari & Pashto Languages
Excellent computer skills and proficient in an Engineering Software’s (AutoCAD, SAP, SAFE, ETABS, MS Project) and MS Office applications.

Education and Certification Requirements:
University Completion of BSc civil/structure engineering degree from an accredited university in a relevant field and/or four (4) years of experience in an Afghan Rule of Law Program; Afghan Ministry; International Organization; or Non-Government Organizations (NGO) as an engineer , or Project engineer . Demonstrated ability to present both verbally and in writing with clarity and precision to senior level executives.
